Drawing from his extensive career as a community organizer for local and national charitable organizations, Representative El-Mahdi Holly built a broad coalition of local support to earn his seat by a solid majority vote. House District 111, a mix of agricultural, quality retail, and industrial clusters, covers portions of the cities of Hampton, McDonough, Locust Grove, Stockbridge, Jonesboro and Jenkinsburg.

It is the only Georgia legislative district exclusively based in Henry County.

Rep. Holly currently serves on both the powerful Industry & Labor Committee, and on the Transportation Committee, as well as the Code Revision Committee.


During the 2019-2020 legislative session, of the 645 bills that made it to the House floor to receive his vote, Rep. Holly has sponsored and co-sponsored 58 bills, including three signed into law by the governor, to grant the City of Locust Grove the authority to form Community Improvement Districts (HB 665), to expand the authority of the Henry County General Services Authority for stormwater retention (HB 689), and to simplify the reporting provisions for SPLOST funds (HB 379).

Holding true to his support for the new American workforce, Rep. Holly serves

on the Working Families Caucus, the bipartisan Criminal Justice Caucus, as well as the Georgia-Japan Legislative Caucus, and the Georgia Legislative Black Caucus. Devoted to ending the disconnect between citizens & their elected public servants, Rep. Holly has maintained an active daily schedule, attending to the needs of his local constituents, including city & county officials, while also engaging members of Georgia’s business community to help provide better opportunities.

His past experience helping develop interfaith community networks, job training programs, and anti-human sex trafficking awareness campaigns has enabled Rep. Holly to realize the value of building bridges and bringing people together. His career also includes supporting law enforcement as the Criminal Warrant Officer for Georgia’s largest county, and as Regional Field Director managing voter education and outreach for 26 Middle Georgia counties for the Democratic Party of Georgia.

After receiving The White House’s National Youth Service Award, a young Rep. Holly pursued and received a Bachelor of Arts from Morehouse College. He also received his Master of Public Administration degree from the University of West Georgia, with a specialized concentration on the effective strategic management & planning of public service organizations. Proudly calling Henry County home for 17 years, Rep. Holly enjoys fellowship at his home church, Tabernacle of Praise International in McDonough, and hosts “Community Office Hours” at each of the 4 Henry County Public Libraries in his district.
